It's a very good idea, certainly would diffuse many of these "New Cold Warriors" on both sides of the fence. The US stands to gain more through cooperation than Russia, however. I don't see this happening with the current U.S. president, for sure.
Pragmatic leadership that abandon's the zero-sum Cold War thinking is required for something like this. In effect, it is one step towards including Russia within NATO - and wouldn't that be a pisser? I am quite sure that George W. Bush and the people he surrounds himself with do NOT fit that bill. I don't think Putin fits that bill either - he often lapses into US vs. THEM thinking (perhaps that is a response to US actions, but it is there none the less).
